Factors Influencing the Empowerment of Human Resources in the Martyr and Veterans Affairs Foundation of Khorasan Razavi Province: Examination and Analysis

Abstract

The purpose of this study was to identify and rank the factors affecting the capability of human resources in the Martyr and Veterans Affairs Foundation of Khorasan Razavi Province. The research method was descriptive-analytical and applied in terms of nature and cross-sectional time. The statistical population of the study was all employees of the Foundation for Martyrs and Veterans Affairs of Khorasan Razavi, from which 30 experts of the organization have at least a master's degree or 15 years of experience in human resources management were selected by purposive sampling. In this study, three software, Nvivo, Spss24, and Topsis, were used to identify relationships and prioritize them. For this purpose, first, using Nvivo software and theoretical and experimental background of the research, 21 factors affecting employee empowerment were identified, and then, by surveying experts using a one-sample t-test, 13 factors that had the most impact were identified. Finally, the identified factors were ranked using Topsis software. The results of ranking the factors showed that the factors of attention to meritocracy, delegation, training, job enrichment, role ambiguity, the importance of training, organizational belonging, sense of self-esteem, work teams, employee participation, access to resources, guidance, and support of managers and accountability of employees are in priorities 1 to 13.
